Council Meeting

THAT the draft agenda presented to Council and dated the 8th day of January, 2019 be hereby adopted as circulated.

THAT the minutes of the Regular Meeting held November 27th, 2018, the Inaugural Meeting held December 11th, 2018 and the Special Meetings held December 12th, 2018 be approved as circulated.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize temporary borrowing from time to time to meet current expenditures during the fiscal year ending December 31st, 2019, BE READ a first, second and third time, passed and numbered 2019-01; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to provide for Interim Tax Rates for the year 2019, BE READ a first, second and third time, passed and numbered 2019-02; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

THAT By-law No. 2019-03 being a By-law to Govern the proceedings of Council, Local Boards and Committees of either, the Conduct of its member, the calling of the meetings and to establish Rules of Order be read a first and second time this 8th day of January, 2019.

THAT Council acknowledge the correspondence as circulated with the Agenda and dated the 8th day of January, 2019.

WHEREAS Council for the Municipality of East Ferris was sworn in on December 11th, 2018; AND WHEREAS at this time there is a vacant seat on the Working Group appointed for Dugas Raod; BE IT HEREBY RESOLVED that Councillor Voyer fill the vacant position on the Working Group.

WHEREAS on June 28 th , 2016, Council passed Resolution 2016-230 to accept the proposal from E. Dean & Associates for Pay Equity and Compensation Review services; AND WHEREAS the Pay Equity and Compensation Review process is near completion but has not been finalized; AND WHEREAS the Pay Equity and Compensation Review will address the Municipality’s requirements under Ontario’s Pay Equity Act and provide recommendations on the Municipality’s non-union compensation and pay grid system; AND WHEREAS in the past, non-union employees have received the same annual salary increase as unionized employees; BE IT HEREBY RESOLVED that Council approve an increase in compensation for non-union employees for 2019 commensurate with the increase received by union employees on October 27, 2018 (annual increase of $1,040); AND FURTHER that Council directs staff to finalize the Pay Equity and Compensation Review with E. Dean & Associates and report to Council with recommendations by April 30 th , 2019.

THAT the following Citizens be appointed to the following Boards and Committees for the Municipality: 1. Planning Advisory Committee: John O'Rourke, Al Herauf, Frank Corbeil, Bill Boake and John Symons; 2. Parks, Recreation and Culture Committee: Lydia Weiskopf, Gerald Brochu, Bill Ramore, Ray Marshall, Robert Effinger and Ron Roy; 3. Economic Development Committee: Jake Lacourse, Steve Austin, Veronica Mulligan, Claude Champagne, Angela van Schaayk; 4. Library Board: Christine Joly, Emily Weiskopf-Ball, Elisha Sloan-Keats and Joyce Effinger; and 5. Police Services Board: Yvette Makitalo.

THAT the Municipality of East Ferris has no objection to the East Ferris Carnival Committee hosting the 2019 Winter Carnival from February 14 th to February 17 th , 2019; AND FURTHER that Council declares this a community festival and has no objections to the applications for appropriate licences.

THAT Council approve the preparation of a delegation for the Ontario Good Roads Association Conference to be held February 24th - 27th, 2019.

THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated January 8th, 2019 in the amount of $ 653,609.48.

THAT we do now adjourn this In-Camera meeting at 8:32 p.m. and return to our regular session of Council

THAT this meeting proceeds In-Camera at 8:10 p.m. in order to address a matter pertaining to: Litigation or potential litigation, including matters before administrative tribunals affecting the municipality or local board. The receiving of advice that is subject to solicitor/client privilege including communications necessary for that purpose.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to confirm the proceedings of Council from November 27 th , 2018 to January 8th, 2019, BE READ a first, second and third time, passed and numbered 2019-04; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
