Council Meeting

THAT the draft agenda presented to Council and dated the 14th day of January, 2020 be hereby adopted as circulated.

THAT the minutes of the Regular Meeting of Council held December 10th and the Minutes of the Special Meetings of Council held December 10th and December 18th, 2019 be approved as circulated.

THAT Council for the Municipality of East Ferris accepts the applications received from Laurette Taillefer and Cécile Barham to sit on the East Ferris Centennial Celebration Committee; AND FURTHER that Mrs. Taillefer and Mrs. Barham be advised accordingly.

WHEREAS the Police Services Board recommended to Council to position the work of the Community Safety and Well Being Plan as a sub-committee of the Police Services Board as per section 42 of the Ontario Police Services Act; BE IT HEREBY RESOLVED that Council approves of this recommendation.

THAT Council of the Municipality of East Ferris the accepts Information Report No. CAO-2020-01 Structural Engineering Report - Arena Roof as presented.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize temporary borrowing from time to time to meet current expenditures during the fiscal year ending December 31st, 2020 , BE READ a first, second and third time, passed and numbered 2020-01; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to provide for Interim Tax Rates for the Year 2020 , BE READ a first, second and third time, passed and numbered 2020-02; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to set Tax Ratios for the Municipality of East Ferris for the year 2020, BE READ a first, second and third time, passed and numbered 2020-03; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize cost recovery (fees) with respect to Fire Department specific response, BE READ a first, second and third time, passed and numbered 2020-04; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to Close and Convey a part of the Original Shore Road Allowance described as Part of the Original Lakeshore Road Allowance lying in front of Lot 12, Concession 15, BE READ a first, second and third time, passed and numbered 2020-06; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

THAT Council acknowledge the correspondence as circulated with the agenda and dated the 14th day of January, 2020.

WHEREAS the East Ferris Forest of Reading Program will run from December 2019 to April 2020; AND WHEREAS this program promotes French and English Canadian literature for all levels of reading and age groups; BE IT HEREBY RESOLVED that Council for the Municipality of East Ferris contribute an amount of $300.00 for this well recognized program.

THAT Council approve the 2020 Membership list as presented at the Regular Meeting of Council held January 14th, 2020.

THAT the Municipality of East Ferris has no objection to the East Ferris Carnival Committee hosting the 2020 Winter Carnival from February 13 th to February 16 th , 2020; AND FURTHER that Council declares this a community festival and has no objections to the applications for appropriate licences.

THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated January 14th, 2020 in the amount of $ 1,021,942.99.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to confirm the proceedings of Council from December 10th, 2019 to January 14th, 2020, BE READ a first, second and third time, passed and numbered 2020-05; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
