Council Meeting

THAT the draft agenda presented to Council and dated the 13th day of December, 2022 be amended by moving the In-Camera Session to after item 7. and by adding under item 17 - In-camera Session under 239(2) the following matters pertaining to quarry expansion on Lavigne Road and Site Plan Control on property located on Guillemette Road under: (f) advice that is subject to solicitor-client privilege, including communications necessary for that purpose

That the Minutes of the Regular Meeting of Council held November 22nd, 2022 be adopted as circulated.

WHEREAS the Striking Committee recommended to Council that the Board and Committees policy be amended to allow local business owners who are not residents of the municipality to apply to sit on boards and committees; BE IT HEREBY RESOLVED that Council approves of this recommendation.

WHEREAS the Striking Committee recommended to Council the following residents to sit on the Boards and Committees for the Municipality of East Ferris as follows: Library Board: Lisa Dupuis, Joyce Effinger, Christine Joly, Donna St. Martin Economic Development Committee: Dean Demers, John O’Rourke, Sukhjinder (Sam) Singh, Stephany St. Louis Recreation, Parks, and Culture Committee: Jessie Perron, Wendy St. Denis, Michelle St. Onge Planning Advisory Committee/Committee of Adjustment: Steve Austin, Bill Boake, Frank Corbeil, Tara Michauville, John Symons BE IT HEREBY RESOLVED that Council approves of this recommendation.

THAT Council of the Municipality of East Ferris accepts the recommendation from the Director of Public Works contained in Report No. R-2022-10 and adopts the following posted speed limit reduction on Guillemette Road: from 50 km/h to 40 km/h; AND THAT a respective speed enforcement By-law be adopted.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize speed limit(s) on certain Highways within the Municipality of East Ferris, BE READ a first, second and third time, passed and numbered 2022-54; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize the signing of an agreement between the Municipality of East Ferris and North Bay & District Humane Society, BE READ a first, second and third time, passed and numbered 2022-57; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize the execution of a Subdivision Agreement in accordance with the approval of SB-2018-02 (1851477 ONTARIO INC.), BE READ a first, second and third time, passed and numbered 2022-58; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

THAT Council authorize staff to work with David King to review the Council Code of Conduct and come forward with procedures.

THAT Council approve the Correspondence and Information as circulated with the agenda of December 13th, 2022.

THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated December 13th, 2022 in the amount of $812,834.87.

THAT this meeting proceeds to In-Camera session at 6:21 p.m., under Section 239(2) of the Municipal Act, 2001, S.O. 2001, c.25 in order to address a matter pertaining to: (f) advice that is subject to solicitor-client privilege, including communications necessary for that purpose; (h) information explicitly supplied in confidence to the municipality or local board by Canada, a province or territory or a Crown agency of any of them.

THAT we do now adjourn this In-Camera meeting at 7:44 p.m. and return to our regular session of Council.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to confirm the proceedings of Council from November 22nd, 2022 to December 13th, 2022, BE READ a first, second and third time, passed and numbered 2022-58; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

THAT we do now adjourn at 8:17 p.m. and meet again on January 10th, 2023.
