Council Meeting

THAT the draft agenda presented to Council and dated the 26th day of March, 2024 be adopted as prepared.

THAT the Minutes of the Regular Council Meeting of March 12th, 2024 be adopted as circulated.

THAT Council for the Municipality of East Ferris accepts the information contained in Report No. R-2024-01 as prepared by the Municipal Engineer.

THAT Council for the Municipality of East Ferris authorize staff to advise Circular Materials (CM) that the Municipality of East Ferris will not enter into an agreement to provide blue box services during the four (4) months transition period from September 1 st , 2025, to December 31 st , 2025; AND THAT Council authorizes staff to begin the process of transitioning our blue box program to CM and ensure they have the information needed to take over full operational and financial responsibility for the blue box program by September 1st, 2025.

THAT Council for the Municipality of East Ferris accepts the recommendation from the Municipal Engineer contained in Report No. R-2024-03 and award the tender for the Trout Lake - Active Transportation Project to Pioneer Construction in the amount of $1,497,136.83 including HST.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize the execution of an Agreement between the Corporation of the Municipality of East Ferris and North Bay Regional Health Centre for the provision of communication (call taking and alerting) services to East Ferris Fire and Emergency Services by the North Bay Central Ambulance Communications Centre (CACC) BE READ a first, second and third time, passed and numbered 2024-13; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

WHEREAS the Municipality of East Ferris' experience working with local school boards, Conseil Scolaire Catholique Franco-Nord and the Near North District School Board, has been very positive; AND WHEREAS Council for the Municipality of East Ferris wishes other communities to foster the same positive relationship with their local school boards; BE IT HEREBY RESOLVED that Council for the Municipality of East Ferris supports Resolution No. 8.2.7 from the Town of Aurora regarding requesting the Province and the Minister of Education to assist in making school board facilities available to local municipalities on a priority, at a cost recovery rate.

THAT Council approve the Correspondence and Information as circulated with the agenda of March 26th, 2024.

WHEREAS a Flag Raising Request Form was submitted by Lauren Rooyakkers and received by the Clerk on March 19th, 2024; AND WHEREAS the request is for the Municipality to raise the Pride Flag for the month of June, 2024; BE IT HEREBY RESOLVED that Council approve this request.

THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated March 26th, 2024 in the amount of $231,300.79.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following by-law at this session; BE IT HEREBY RESOLVED THAT a By-law to confirm the proceedings of Council from March 12th, 2024 to March 26th, 2024, BE READ a first, second and third time, passed and numbered 2024-14; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
