Council Meeting

THAT the draft agenda presented to Council and dated the 22nd day of January, 2019 be hereby adopted as prepared with an addition to Council delegation from Mr. Dean Demers

THAT the minutes of the Special Council Meetings of January 4th , 7th, and 14th, 2019 and the Minutes of the Regular Council Meeting held January 8th, 2019 be approved as circulated.

WHEREAS the Recreation, Parks and Culture Committee recommended to Council to support the proposed Sports Recognition Awards Policy and that the Document Policy be sent to Council for consideration and approval; BE IT HEREBY RESOLVED that Council approves of this recommendation.

WHEREAS the Recreation, Parks and Culture Committee recommended to Council for approval to proceed with the design and installation of the Sport Hall of Fame and Recognition Wall in the Rene Boudreau Hall at the East Ferris Community Centre with an upset limit not to exceed $5,000.00; AND FURTHER that See More Graphics be the contractor of choice for this project in order to keep the same look and feel as the Volunteer Recognition Wall designed in the lobby of the Community Centre previously installed in 2018; AND FURTHER that the timeline for the installation be established with See More Graphics based on the final design once approved; BE IT HEREBY RESOLVED that Council approves of this recommendation.

WHEREAS the Recreation, Parks and Culture Committee recommended to Council to support the proposed nomination for Greg Rochefort for the Sports Hall of Fame; BE IT HEREBY RESOLVED that Council approves of this recommendation.

WHEREAS the Recreation, Parks and Culture Committee recommended to Council to support the proposed nomination for Julie Jones for the Sports Hall of Fame; BE IT HEREBY RESOLVED that Council approves of this recommendation.

THAT By-law No. 2019-03 being a By-law to govern the proceedings of Council, Local Boards and Committees of either, the conduct of its members, the calling of the meetings and to establish rules of order be read a third time and passed this 22nd, day of January, 2019; AND THAT said By-Law be signed by the Mayor and Clerk, and sealed with the Seal of the Corporation.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to constitute and appoint a Committee of Adjustment, BE READ a first, second and third time, passed and numbered 2019-05; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to authorize the execution of an agreement between the Municipality of East Ferris and the Minister of Community Safety and Correctional Services on behalf of the Ontario Provincial Police, BE READ a first, second and third time, passed and numbered 2019-06; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

THAT By-law No. 2019-07 being a By-law to adopt the Council Member Pregnancy, Birth and/or Adoption of Child Leave Policy be read a first and second time this 22 nd , day of January, 2019.

THAT Council acknowledge the correspondence as circulated with the Agenda and dated the 22nd day of January, 2019.

THAT Council for the Municipality of East Ferris support resolution from the Town of Kirkland Lake and request the Premier of Ontario to enact its Northern Ontario natural resource revenue sharing program to support economic growth and sustainability of Northern Ontario Municipalities; AND FURTHER that this resolution be forwarded to the Premier of Ontario, Honourable Doug Ford; Minister of Finance, Honourable Vic Fedeli; Minister of Energy, Northern Development and Mines, Honourable Greg Rickford; Minister of Municipal Affairs, Honourable Steve Clark, AMO, FONOM, and NEOMA

WHEREAS Council Members will be attending the 2019 OGRA Conference being held in Toronto from February 24 th -27 th , 2019; BE IT HEREBY RESOLVED that Council for the Municipality of East Ferris cancel the regular scheduled Council meeting of February 26 th , 2019 and that a Special Meeting of Council be scheduled in accordance with Section 240 of the Municipal Act, as amended at the call of the Chair if required.

THAT the following Citizens be appointed to the following Committees for the Municipality: Economic Development Committee: (1 member required) - Matti Makitalo; Centennial Celebration Committee: Rick Champagne and Joanne St. Denis.

THAT Council approve an amount not to exceed $4,000.00 for the preparation of a Digital Video and Photography of the current Municipal Building in order to prepare for the "New Municipal Office Business Case" presentation.

WHEREAS the Terms of References for Boards and Committees Policy have been approved by Council on December 12th, 2018 through resolution No. 2018-359; AND WHEREAS Council requested that sections of the Code of Conduct and Conflict of Interest be added to the Boards and Committees Policy; BE IT HEREBY RESOLVED that Council approves the revised Policy for the Terms of References for Boards and Committees to include the Code of Conduct and the Conflict of Interest.

THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated January 22nd, 2019 in the amount of $ 210,737.00.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to confirm the proceedings of Council from January 8th, 2019 to January 22nd, 2019, BE READ a first, second and third time, passed and numbered 2019-08; AND THAT said by-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.
