Council Meeting

THAT the draft agenda circulated to Council and dated April 9th, 2019 be hereby adopted as circulated.

THAT the minutes of the Special Meetings of Council held on March 21st and March 26th, 2019 and the Regular minutes of the Council meeting held March 26th, 2019 be adopted as circulated.

WHEREAS public input was received and considered at the public meeting of the Planning Advisory Committee Meeting held March 27 th , 2019 regarding Files No. SB-2018-02, OPA-2018-02, C-2018-02 Applicant 185477 Ontario Inc.; AND WHEREAS the owner(s) of the lands described as Part of Lots 11, 12, 13 and 14, Concession 15, Township of East Ferris, District of Nipissing in the area that is locally known as Macpherson Drive, Centennial Drive, and One Mile Road has applied for a draft plan of subdivision, official plan amendment and zoning by-law amendment for the purpose of creating a new residential development of 25 lots; AND WHEREAS the application has regard for the criteria of Section 51(24) of the Planning Act ; AND WHEREAS the application is consistent with the Provincial Policy Statement 2014; AND WHEREAS the application is in conformity with the policies contained within the Official Plan for the Municipality; BE IT HEREBY RESOLVED that Council approves of the recommendation of the Planning Advisory Committee together with those conditions as set out in their resolution No. 2019-03 dated March 27 th , 2019.

THAT Mayor Rochefort request a motion of reconsideration for Council Motion No. 2019-90 regarding the Planning Advisory Committee recommendation of File No. SB-2018-02, File OPA-2018-02 and File C-2018-02, Applicant 185477 Ontario Inc.

THAT By-law No. 2019-13 being a By-law to govern the proceedings of Council, Local Boards and Committees or either, the conduct of members, the calling of the meetings and to establish Rules of Order be read a third time and passed this 9th day of April, 2019; AND THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to amend By-law No. 1284 as Amended (1851477 Ontario Inc., Lot 24 Treadlightly) BE READ a first, second and third time, passed and numbered 2019-14; AND THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

THAT Council acknowledge the correspondence as circulated with the agenda and dated the 9th of April, 2019.

WHEREAS the Municipality of East Ferris wishes to establish and maintain an orderly system for the administration and control of travel and expenses for the Members of Council, Local Boards, Officers and Employees of the Corporation; AND WHEREAS in establishing such a policy this would ensure a uniform standard and procedure respecting the Members of Council, Local Boards, Officers and Employees of the Corporation; BE IT HEREBY RESOLVED THAT Council directs staff to develop a Municipal Travel Policy for the Members of Council, Local Boards, Officers and Employees of the Corporation and present to Council for review and approval.

THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated April 9th, 2019 in the amount of $265,667.97.

THAT this meeting proceeds to in-camera session as per Section 239(3.1) Educational or training session under the Municipal Act. S.O. 2001, c. 25 as amended at 7:35 p.m.

THAT we do now adjourn this in-camera meeting at 8:40 p.m. and return to our Regular session of Council.

WHEREAS Council for the Municipality of East Ferris deems it expedient to pass three readings of the following By-law at this session; BE IT HEREBY RESOLVED THAT a By-law to confirm the proceedings of Council from March 26th, 2019 to April 9th, 2019, BE READ a first, second and third time, passed and numbered 2019-15; AND THAT said By-law be signed by the Mayor and Clerk and sealed with the Seal of the Corporation.

THAT we do now adjourn at 8:42 p.m. and meet again on April 23rd, 2019.
